Fire Regime Condition Class is defined in the Interagency Fire Regime Condition Class (FRCC) Guidebook as follows: "Fire regime condition classes measure the degree of departure from reference conditions, possibly resulting in changes to key ecosystem components, such as vegetation characteristics (species composition, structural stage, stand age, canopy closure, and mosaic pattern); fuel composition; fire frequency, severity, and pattern; and other associated disturbances, such as insect and disease mortality, grazing, and drought. Possible causes of this departure include (but are not limited to) fire suppression, timber harvesting, livestock grazing, introduction and establishment of exotic plant species, and introduced insects and disease (Schmidt and others 2002)."

This FRCC grid for Oregon state was derived using the FRCC Mapping Tool (Version 2.2.0), developed by the National Interagency Fuels Technology Team (NIFTT). All departure metrics produced by the FRCC Mapping Tool are based solely on vegetation conditions; the tool cannot estimate departure of fire frequency and severity.

Before calculating the "Strata FRCC", the tool first calculates "Strata Departure", which describes the overall departure across all succession classes within a particular Biophysical Setting (BpS; i.e., potential vegetation group). The mapping tool calculates this departure at a landscape scale most appropriate for the BpS, based on the Fire Regime Group (FRG) of the BpS: departures for BpS's in FRGs I & II are calculated over sub-watersheds; departures for BpS's in FRG III are calculated over watersheds; and departures for BpS's in FRGs IV & V are calculated over sub-basins. The mapping tool calculates Strata Departure as a continuous variable ranging from 0 (no departure from reference condtions) and 100 (completely departed). The "Strata FRCC" is then calculated as a classification of Strata Departure into 3 classes: low departure (0 - 33), moderate departure (34 - 66) and high departure (67 - 100).

According to the Fire Regime Condition Class Mapping Tool User’s Guide, "Because the Strata FRCC layer depicts biophysical settings that have been classified into low, moderate, or high degree of departure, it is commonly used to help identify areas that may present opportunities for restoration (Fire Regime Condition Classes 2 and 3) or maintenance (Fire Regime Condition Class 1)."

All FRCC calculations were done in ArcGIS 9.3.1 with the FRCC Mapping Tool version 2.2.0, using Landfire Biophysical Settings (BpS) and Succession Class (S-Class) layers and the default Landfire Reference Condition table (LFnat_west). All calculations were performed at a 30-meter resolution.

Input BpS and S-Class layers were downloaded using the Landfire Data Access Tool version 2.2 (configuration database version 1.27, feature database version 1.02).

Three landscape levels were used in all calculations, the 4th, 5th and 6th field HUCs from the "Pacific NW Sixth Field Hucs" GIS layer from Bonneville Power Administration (Subbasins, Watersheds and Subwatersheds, resp.).

A regional grid of 4th, 5th and 6th-field HUCs was then clipped to the extent of the 4th-field HUCs (Subbasins) that overlap the Oregon State boundary and used as the input Landscape Levels grid in the FRCC Mapping Tool (Level 1 = Subwatersheds, Level 2 = Watersheds, Level 3 = Subbasins). The marine shoreline of the HUC layer was hand-edited due to the relatively poor accuracy of the original data layer.
